ARP Act

On March 11, 2021, President Joe Biden signed the American Rescue Plan (ARP Act) into law, supplying colleges and universities with funds to assist students impacted by the COVID-19 pandemic. Multnomah University was informed it was eligible to receive $1,601,369, of which at least $665,399 is to be used for direct financial assistance to students. Additionally, $311,990 is to be used for emergency grants to students who have been directly impacted by Covid. Multnomah University has signed and returned the Department of Education’s Certification and Agreement to access the Federal ARP Act funding for higher education institutions and the university received these funds on May 20, 2021.

To be eligible for ARP Act funding, a student must have been enrolled in a semester disrupted by the COVID-19 pandemic. Priority is to be given to those who demonstrate exceptional need. Students with documented financial need and have met eligibility requirements were considered for funding. Students who did not have documented need, but could be eligible, were awarded a flat amount according to their enrollment status and mode of education.

To be eligible for funding through the ARP Act, a student must meet the following criteria:

  • Be enrolled on or after the date this Act was signed into law (March 11, 2021)
  • Be enrolled at least half-time; for undergraduate students, at least 6 credits; for graduate and seminary students, at least 4 credits.

As of August 27th, 2021, direct financial assistance through the ARP Act has been awarded to 389 eligible students for a total of $665,398.98.

On 9/24/2021 and 11/9/2021 applications for the $311,990 of additional emergency grant funds were sent to 484 current eligible students. As of 3/31/2022, 138 students have applied for additional emergency grant funds and $189,750 has been distributed to 137 students. A total of $122,240 remains in additional emergency grant funds. We continue to accept applications for these funds and will distribute another round of emergency grant assistance in late April. Another email inviting eligible students to apply for this assistance will be sent in early April.
